YOUTH EMPLOYMENT SKILLS (YES) PROGRAM

Program Guidelines (Effective 1 June 2010)

 

1. Program Description: The Youth Employment Skills (YES) Program is an on-base youth volunteer program funded by the Air Force Aid Society (AFAS) and jointly administered by AFAS and Air Force Family Member Programs Flight.  This program, being offered at select Air Force bases, offers high school aged dependents of Active Duty Air Force members an opportunity to learn valuable work skills while having a positive impact on their base communities.  Program participation incentives are in the form of dollar credits for grant funding.  The YES Program allows all certified and enrolled high school students to "bank" volunteer dollar credits toward their post-secondary education/training at a rate of $4 per hour volunteered in an on-base position.  Students may accumulate as much as 250 hours, for a potential $1000 maximum, over all four years of high school combined.  In addition, the participating base youth program will "bank" base community credits at a rate of $2 for every hour volunteered per student, up to a maximum of $10,000 per program year.  For purposes of this program, "program year" is defined as the 12-month period beginning 1 June through 31 May of each year.  Youth Director, as part of Family Member Programs Flight, manages the YES Program at base level.

 

2. Eligibility: All high school aged children (grades 9-12) of Active Duty Air Force members assigned to selected bases are eligible to participate.  Students who wish to participate must sign a written agreement, developed at base level, of volunteer status (see paragraph 3D).  Student volunteers must also submit a YES Position Description (Form 95C, attached) and YES Enrollment Application (Form 95, attached) completed by both the student volunteer and sponsoring Active Duty parent, to the Base Youth Director (see paragraph 4A).  Applications will be forwarded to AFAS HQ for processing.  Submission of application does not guarantee enrollment approval.  Only formal notification from AFAS HQ to Base Youth Director will be considered as final enrollment approval.  Requirements for eligibility are as follows:

 

            A)        Student must be a dependent son or daughter of an Active Duty Air Force member, assigned to a selected base, and reside on or off base.  Dependents of other service personnel (Army, Navy, Marine Corps) and DoD civilians are not eligible.

 

            B)         Student must be enrolled in high school and attend full-time as  a freshman, sophomore, junior or senior.  Summer periods will be considered as part of next higher school grade level; i.e. summer after sophomore year will count as junior year, summer after junior year will count as senior year.

 

C)                Student is not otherwise excluded from workplace volunteer positions due to local/state/country labor laws and/or safety restrictions. AFAS will accept up to eight hours worked per day.  No credit will be given for lunch, breaks, or travel time.

 

D)                 Hours must be volunteered in an on-base position as approved by the Base Youth Director and AFAS HQ as appropriate for the YES Program.  (Note:  All Chapel affiliated positions, thrift store, base retail operations, waitressing, and Red Cross positions are not eligible). AFAS HQ has final approval on all positions requested.

 

            E)         Hours volunteered under a school program, other community programs (including Red Cross) and/or mandated community service hours will not qualify for "banking" either student volunteer credits or base community credits under the YES Program. Students may not use service hours from another volunteer program/organization to count toward their YES credits; YES Program hours must be volunteered above and beyond any other such required service.  In addition, Red Cross volunteers sign a form stating they will not be compensated for their hours, giving student’s money for college is considered compensation.

                                                                             

            F)         Sponsoring Active Duty parent has neither an AFAS Emergency Assistance (EA) nor Education Loan that is uncollectible or delinquent in payment, nor owes a refund on an AFAS Spouse Tuition Assistance Program (STAP) grant.

 

            G)        Participation eligibility and accrual of credits terminates upon high school graduation or 31 May of senior year, whichever comes first.  Immediate termination of participation eligibility occurs upon withdrawal from high school and/or sponsoring parent's separation/retirement from Active Duty, or PCS to non-participating base.  However, these students may still receive their "banked" credits upon completion of high school under the same terms as other students who remain enrolled in high school or whose sponsoring parent remains Active Duty (see paragraphs 4J-K and 5A-C).

Help Barksdale Youth
The Barksdale Youth Program is listed in the Combined Federal Campaign (CFC). Contributions from this program provide area youth with safe, well rounded programs and learning opportunities.

Annual Lights on Afterschool Program
The School Age Program joins in the National "Lights On Afterschool " initiative where millions around the world will highlight the significance of providing quality afterschool care for school age children/youth. The Pep Rally takes place on Oct 2010 (specific date TBD) from 4-4:30pm at the Youth Center Gym and is open to all who would like to share in this celebration. Fall Break Registration
Registration for the Fall Break on Oct. 10 runs Sept. 29-Oct. 3. A non-refundable registration fee of $10 is required for youth not currently attending the Youth Center. The School Age Program is open for youth ages 5-12.

Martial Arts, Cheerleading  Instructors
The Youth Center is currently seeking instructors for the classes listed above. If you are interested in being an instructor please call 318.456.3448 for further details.  Instructors will be under a personal services contract.

Drum Lessons
Private Drum lessons are now being offered for ages 5 through adult at the Barksdale Youth Center. Each lesson is scheduled one a 1 on 1 basis to allow flexibility for students.  For more information, please call the Youth Center at 318-456-3448 (DSN 781-3448). Instructor has 20 years experience !!! 

 

Piano Lessons (NEW)
Learn Basic and Intermediate piano. Clases conducted are private lesson format and are scheduled through the instructor. anyone interested may contact the Youth Center for registration and scheduling of lessons. $50.00 per month, 30 minutes lessons, ages 5 and up. Get Involved
If you are an Adult with or without Children and would like to make a difference in the lives of our Youth and Teens, You are invited to join us by becoming a member of one of two Advisory Committees at the Barksdale Youth Center.

PARENT ADVISORY BOARD
The (PAB) Parents Advisory Board serves in an advisory capacity and planning forum to help our program meet the needs of our Youth in three program areas which include School age program and our Teen and Pre-Teen Programs. The PAB group meets the First Thursday of every month at 11am at the Youth Center.

SPORTS ADVISORY COMMITTEE
The (SAC) Sports Advisory Committee serves in an advisory capacity to the Sports Program Director to assist in the overall operation of the sports program. Volunteers my serve as Board members, Commissioners or as interested volunteers. Committee will meet as agreed on by the members and will work closely with the Sports Director to help insure a fun, healthy and safe environment as well as helping to evaluate and meet the needs of all our Youth and Teens.

Basketball
Registration: Oct. 5- 2 Nov - Cost: $50, Early Bird Registration.  Nov. 3-7 - Cost: $60, Parents Meeting: Has been changed to 10 Dec 6pm, Practice may start after Dec 10th, Season starts (approximately) Jan. 9th and ends on approximately March 6th.  Note: player registration has been extended thru 3 Dec.  Coaches are still needed and coaches traing will be conducted 7-10 Dec 6pm at the Youth Center.

Baseball
Registration: Feb. 1-March 20th - Cost: $50, Early Bird Registration. Coaches Training & Equipment Issue: has been changed, coaches will be notified. Parents Meeting: March 25th at 6pm, Practices may start around March 29th, Season starts on approximately April 13th and ends around June 5th. Regisrations are free to those holding DePlayment tags. 

Soccer
Registration: July 1-Aug. 2nd - Cost: $50, Early Bird Registration.  Aug. 3-7- Cost: $60, Coaches Training & Equipment Issue: Aug. 11-14, Parents Meeting: Aug. 19, Practice starts around Aug. 20, Season starts on approximately Sept. 18 and ends on approximately Nov. 6.

Fit Factor
Fit Factor, the Air Force Services new youth fitness initiative program, launched on October 1. The goal of the Fit Factor program is to encourage healthy choices and teach youth to value their lives. Being fit will put youth in touch with their bodies, increase their self-esteem and help then establish the desire to set personal goals. Fit Factor is an exciting web based program that will reward youth for being active and making healthy choices everyday. There are five levels - energy, strength, agility, adventure and endurance - for youth to complete in this program. For more information call the Barksdale Youth Center at 318.456.3448.

Fit Factor Goals:

  • Be physically active for at least 60 minutes per day.
  • Make healthy eating and lifestyle choices.
      • Include friends and family participation in fun physical activities and games.
  • Limit the amount of television and computer time logged each day.
• Adopt healthy exercise routines, including a broad range of physical and leisure-time
activities.

Before & After School Care
Drop off your children before school for a hot breakfast and transportation to and from Kerr, Sun City, Waller, Curtis and Bellaire Elementary Schools. After school snacks, activities and homework assistance are provided.

Note: New school year registration will begin 19 Jul through 30 Jul at the Youth Center from 4:30-6pm. Parents must bring child's shot record, and proof of total family income. If you have any questions, please feel free to contact Mrs. Cora Davis or Mrs. Janet Peppers at 456-3448.

 

School Age Program
The School Age Program is one of the only two before & after school programs in the state that is accredited by the National Council on Accreditation. The staff are highly trained and the program offers children/youth the opportunity to develop and enhance their self-help skills and master basic life skills through arts and crafts, dramatic play, high yield learning activities, homework assistance and field trips.  Children/youth ages 5 to 12 are eligible. Child care by the day is available during teacher in-service days and school closures. For more information, call 318.456.3448.

Child Care Payment Policy
Air Force policy states that applies to patrons of Child Development and Youth Programs, including school age is now in effect. All CDC/Youth Center patrons must provide a credit/debit card or bank authorization and agree to have the card charged or account debited in the event of nonpayment. All information is safeguarded in accordance with AFI 33.332, Provacy Act Program.

Classes
A variety of classes are available for your children at the BAFB Youth Center. Schedules and class details are available at the Youth Center.

Teaching
If you are interested in teaching a musical instrument, drama, choir or art class (these are paid positions), please contact the Youth Center.

Parent Meetings
Parents interested in getting involved in youth programs are invited to the monthly Parent Advisory Board meetings. The meetings are held on the first Tuesday of each month at 11am at the Youth Center. Parents do not have to have their child enrolled in the program to be a member of the board.

Parent Participation in the Sports Program
Help the Youth Center in providing youth with a well rounded sports program by getting involved. For details on how you can become a part of the Youth Sports Advisory Committee and make a difference, please contact the Sports Director at 318.456.3448.

Severely Injured Military Families' Child Care Assistance
A recent initiative sponsored by DoD provides families of severely injured military members with assistance to find and pay for safe, licensed child care services for a period of six months during their period of recuperation. (Extensions beyond the 6-month period are considered based upon physician reassessment.) Family Member Programs staff work with the National Association for Child Care Resource and Referral to assist families in locating care. The program is available nationwide wherever the injured member is receiving either in-patient or out-patient medical care and allows the spouse to be at bedside or to help with outpatient medical appointments. DoD provides a financial offset to the civilian child care fees during the recovery period.

Parents are reminded that there is no parking in the circular drive but especially between the hours of 0630-0800 in the mornings and between 1415-1600 in the afternoons due to bus pick-up and drop off.    All students must be registered to attend the School Age Before and After School Program.   Registration information can be obtained by calling 456-3448 Ms Peppers or Ms Davis.
